Renovating an HDB flat in Singapore can feel like walking through a maze of rules, one wrong move and you might find yourself with a stop-work order (or a very unhappy neighbour). Whether you’re planning a sleek minimalist makeover or a full gut renovation, knowing what you can and cannot do is the first step to a stress-free project.
We’ll break down the most important HDB renovation guidelines every homeowner should know before picking up that sledgehammer.

Not Everything Can Be Hacked
That open-concept kitchen might look amazing on Pinterest, but HDB walls aren’t just there for show. Structural (load bearing) walls cannot be hacked or altered, by doing so can compromise the entire building’s integrity.
If you’re unsure, check your HDB floor plan: thin white walls are usually safe-to-remove, non-structural walls, while solid black walls (usually thicker) indicate structural walls. Always get your interior designer or contractor to apply for HDB approval before any hacking begins.
You’ll Need a Renovation Permit (For More Than You Think)
Even if your works seem minor, you’ll likely need a renovation permit from HDB before starting. This applies to things like:
- Flooring replacement
- Wall hacking or demolition
- Window installation or grille changes
- Air-con works
- Toilet works or waterproofing
- Electrical rewiring
You can skip the paperwork if it’s basic painting or furniture replacement, but anything that alters the unit’s structure, plumbing, or tiling will need approval. It’s always better to check than to risk a fine or delay. Just remember, anything that you see on a layout plan, lines-wise, the government would want to know everything about it.

Noise Control and Working Hours Are Strict
Renovation noise is one of the biggest sources of neighbourly complaints, and HDB takes it seriously. Noisy works like drilling, demolition, or hacking are only allowed:
- Monday to Saturday: 9:00 a.m. – 5:00 p.m.
- No noisy work on Sundays or public holidays
If you’re renovating a newly completed block, note that HDB also enforces a 3-month renovation window for all units to reduce prolonged disturbance. And I mean, we’ve all been in that neighbour’s shoes… Planning your renovation is important to avoid those side-eyes.
Flooring and Wet Works Need Extra Care
Flooring works in HDB flats aren’t just “ for the aesthetic “ they’re also about safety and waterproofing. If you’re replacing tiles or vinyl, ensure proper screeding and waterproofing, especially in wet areas like bathrooms and kitchens. Compromised waterproofing can cause leaks that affect your downstairs neighbours (and lead to costly repairs).
For bathrooms, you can’t tamper with existing waterproofing membranes unless your unit is over three years old and approved under HDB’s guidelines. Always use a licensed plumber for these jobs.

Electrical and Plumbing Works Must Be Done by Licensed Professionals
Don’t DIY your wiring. Under HDB’s rules, only licensed electricians registered with the Energy Market Authority (EMA) can carry out rewiring. The same goes for plumbing, HDB requires PUB-licensed plumbers for all water pipe or sanitary works.
These regulations protect you from safety hazards, like short circuits or leaks, and ensure your home remains compliant with national safety codes.
Windows, Grilles, and Air-Conditioners Have Specific Rules
Thinking of switching to full-height windows? Not so fast. HDB only allows approved window types and configurations for safety reasons. If you’re changing windows or installing air-conditioning ledges, you’ll need approval and must use a BCA-approved window contractor.
Failing to do so isn’t just risky, it’s illegal and can lead to fines or forced reinstatement.

Hire an HDB-Registered Renovation Contractor
This one’s non-negotiable. Always hire an HDB-registered renovation contractor (RRC). They know the rules, handle paperwork, and ensure your works stay compliant. Hint* we’re one too!
Non-registered contractors might offer lower prices, but if something goes wrong, from illegal hacking to waterproofing issues, you’re the one footing the bill. Not just for the renovation, but for the rectifications, fines, rental in the meantime, and the list goes on.
A successful renovation in Singapore isn’t just about great design, it’s about innovating with compliance. Understanding HDB’s renovation rules keeps your project on track, avoids penalties, and ensures peace of mind for both you and your neighbours.
